APPROVED MINUTES
June 13, 2016
The regular meeting of the East Central Solid Waste Commission was held on June 13, 2016 at the Commission Office, Mora, MN. Chairman Greene called the meeting to order at 9:00 a.m.
Members present at the meeting included: Chisago County Commissioner Richard Greene, Pine County Commissioner Steve Hallan, Isanti County Commissioner Dave Oslund and Mille Lacs County Commissioner Phil Peterson.
Advisory member present – Executive Director Janelle Troupe.
Others also present at the meeting included: Bruce Rehwaldt of Foth Companies, Lisa Thibodeau of Chisago County, Gerrald Nohner and Wes Carlson of ECSWC, Gene Kramer and Dave Halvorson of Arthur Township and Barbara Wilder, Recording Secretary.
PLEDGE OF ALLEGIANCE
All present said the Pledge of Allegiance.
Director Troupe added: Saturday scale operators, and additions to the claims list.
Commissioner Oslund moved to approve the amended Agenda, second by Commissioner Peterson, all in favor, motion carried (4-0).
MEETING MINUTES FOR BOARD MEETING MAY 9, 2016
Commissioner Peterson moved to approve the Meeting Minutes May 9, 2016, second by Commissioner Oslund, all in favor, motion carried (4-0).
CLAIMS
Director Troupe added: Frattalone final payment and Kennedy Scales, amounts unknown at this time, Marudas Print Services $2,075.07, Chamberlain Oil $2,531.41 and Ferguson $5,846.79.
Commissioner Hallan moved to approve the Claims List, Paid Claims List, the Additional Claims List and the added bills for Fratttalone, Kennedy Scales, Marudas, Chamberlain Oil and Ferguson, second by Commissioner Peterson, all in favor of paying the Claims List ($200,380.06), Paid Claims List ($123,702.71), the Additional Claims List ($692.45), Frattalone and Kennedy Scales, amounts unknown, Marudas ($2,075.07), Chamberlain Oil ($2,531.41) and Ferguson ($5,846.79), all in favor, motion carried (4-0).
PUBLIC COMMENT
Mr. Dave Halvorson asked how odor complaints were handled and how much waste outside of the five county areas is coming to the landfill. Director Troupe responded that the odor complaints are forwarded to Mr. Dan Vleck at the MPCA and some waste is received from Aitkin County and Wisconsin.
APRIL 2016 FINANCIAL STATEMENT
Director Troupe reported for the month ended April 30, 2016 ECSWC realized a net income on an accrual basis of $67,770.00. On a cash flow basis for April there is an increase in cash of $51,974.67. Year-to-date net income on an accrual basis is $260,167.93. On a cash flow basis year-to-date cash has increased $84,760.99. Un-obligated cash less upcoming cash outlays at the end of the month was $3,263,152.57.
Reserve accounts for landfill expansion, hauler rebate, operating contingency, and host facility fund total $1,784,038.86.
The funds are invested as follows:
The money market checking account at First Citizens National Bank earns .35%, the CDs earn .55% and 1.1%. Tonnage has increased 1,503 tons over 2015 or 4.3%.
Commissioner Hallan moved to approve the April 2016 Financial Statement, second by Commissioner Oslund, all in favor, motion carried (4-0).
EXECUTIVE DIRECTOR REPORT
Pine County HHW
Director Troupe reported that Pine County has opened a Household Hazardous Waste site located at 405 Airport Rd NE, Pine City. They are open Tuesdays (10am-6pm) and Saturdays (8am-2pm) until fall. They have a fee schedule established for “out-of-county” residents.
Landfill Gas Flare
Director Troupe reported that Chris Lawn from QED will be here at the July meeting to discuss flare options (open flare versus closed flare).
Scales
Director Troupe reported that the scales are going to be in need of replacement. She will look into new scales and plan the budget accordingly.
Saturday Scale Operators
Director Troupe requested that the Saturday weighmasters and operators get a $2.00 an hour more shift differential.
Commissioner Peterson moved to approve the $2.00 an hour shift differential for Saturday weighmasters and operators, second by Commissioner Hallan, all in favor, motion carried (4-0).
PUBLIC COMMENT
Ms. Lisa Thibodeau reported that no one from East Central Sanitation/Waste Management attended the hauler meeting last week.
Mr. Bruce Rehwaldt reported that the MPCA is working on the CON, that both air permits are on Public Notice, SMMPA will be doing their performance testing on July 20th and the gas construction is still in progress.
JULY MEETING DATE
The July Meeting is scheduled for Monday, July 11, 2016 at 9:00 a.m. at the Commission offices.
ADJOURNMENT
Chairman Greene asked for a motion to adjourn. Commissioner Hallan moved to adjourn the meeting at 9:35 a.m., second by Commissioner Oslund, all in favor, motion carried (4-0).
