APPROVED MINUTES

April 11, 2016

The regular meeting of the East Central Solid Waste Commission was held on April 11, 2016 at the Commission Office, Mora, MN. Chairman Greene called the meeting to order at 9:00 a.m.

Members present at the meeting included: Chisago County Commissioner Richard Greene, Kanabec County Commissioner Dennis McNally, Pine County Commissioner Steve Hallan, Isanti County Commissioner Dave Oslund and Mille Lacs County Commissioner Phil Peterson.

Advisory member present – Executive Director Janelle Troupe.

Others also present at the meeting included: Bruce Rehwaldt of Foth Companies, Lisa Thibodeau of Chisago County, Gerrald Nohner and Wes Carlson of East Central Solid Waste Commission and Barbara Wilder, Recording Secretary.

PLEDGE OF ALLEGIANCE

All present said the Pledge of Allegiance.

Director Troupe added: Ace Solid Waste Contract, Dozer and Closure project.

Commissioner McNally added: Clean up of the road.

Commissioner McNally moved to approve the amended Agenda, second by Commissioner Hallan, all in favor, motion carried (5-0).

MEETING MINUTES FOR BOARD MEETING MARCH 7, 2016

Commissioner Peterson moved to approve the Meeting Minutes March 7, 2016, second by Commissioner Oslund, all in favor, motion carried (5-0).

CLAIMS

Director Troupe added: Chamberlain Oil in the amount of $1,683.41 and Maple Ridge Sewer in the amount of $140.00.

Commissioner McNally requested clarification on H&L Mesabi, MN Pollution Control Agency, Frattalone and Braham Girl Scouts.

Commissioner Hallan moved to approve the Claims List, Paid Claims List, the Additional Claims List, and the added bills for Chamberlain Oil and Maple Ridge Sewer, second by Commissioner McNally, all in favor of paying the Claims List ($166,648.32), Paid Claims List ($205,934.01), the Additional Claims List ($56,134.07), Chamberlain Oil ($1,683.41) and Maple Ridge Sewer ($140.00), all in favor, motion carried (5-0).

LANDFILL GAS WELLS

Director Troupe reported that two bids were received. The bid from Landfill Drilling & Pipe Specialist is $76,487.60 and the bid from Veit is $93,870.00.

Commissioner Hallan moved to hire Landfill Drilling & Pipe Specialist, second by Commissioner Peterson, all in favor, motion carried (5-0).

PUBLIC COMMENT

None at this time.

FEBRUARY 2016 FINANCIAL STATEMENT

Director Troupe reported for the month ended February 29, 2016 ECSWC realized a net loss on an accrual basis of $7,684.48. On a cash flow basis for February there is a decrease in cash of $12,954.49; year to date cash has increased $40,684.28. Un-obligated cash less upcoming cash outlays at the end of the month was $3,338,203.52.

Reserve accounts for landfill expansion, hauler rebate, operating contingency, and host facility fund total $1,664,911.20.

The funds are invested as follows:

The money market checking account at First Citizens National Bank earns .35%, the CDs earn .55% and 1.1%. Tonnage has increased 1,251 tons over 2015 or 6.8%.

Commissioner McNally moved to approve the February 2016 Financial Statement, second by Commissioner Oslund, all in favor, motion carried (5-0).

Commissioner McNally requested clarification on Financial Assurance.

OFFICE OF THE STATE AUDITOR

Director Troupe reported that a letter of understanding of services was received from the Office of the State Auditor that needs to be signed.

Commissioner McNally moved to approve signing of the letter of understanding, second by Commissioner Oslund, all in favor, motion carried (5-0).

EXECUTIVE DIRECTOR REPORT

Household Hazardous Waste

Director Troupe reported that HHW verification for 2015 was submitted on April 1. This year there were a total of 2,706 participants. The reimbursement will be around $27,000 and the entire amount gets shared by the Counties according to the number of participants. Kanabec and Mille Lacs have not completed the contract. Both payments will be held until a contract is signed.

Paintcare

Director Troupe reported that Pine and Chisago are currently participating in Paintcare. Isanti is participating through Chisago HHW. Reports for Paintcare are due April 30, 2016. It would be good for the Commission to get more involved with Paintcare by doing some collections in the future.

Kanabec County Clean-up

Director Troupe reported that the Kanabec County Clean-up has been set for May 21, 2016, 8AM-1PM at ECSWC site. A HHW event will be held at the same time.

Summer Help

Director Troupe reported that one of the heavy equipment operators is a member of the National Guard and is scheduled for duty at the end of May through the beginning of July. She will need to advertise to fill this position.

Commissioner Hallan moved to have Director Troupe advertise for a part time heavy equipment operator, second by Commissioner Peterson, all in favor, motion carried (5-0).

Ace Solid Waste Contract

Director Troupe reported that a contract from Ace Solid Waste was received.

Commissioner Peterson moved to sign the contract from Ace Solid Waste, second by Commissioner Oslund, all in favor, motion carried (5-0).

Dozer

Director Troupe reported that Wes Carlson was able to ride a D6T. He provided information on what was needed for landfill purposes.

Closure Project

Director Troupe reported that the purchase of the Dozer should be able to help with the Closure Project. Mr. Bruce Rehwaldt gave an explanation of how it would work with the closure and road maintenance.

Road Cleanup

Commissioner McNally asked that the road out front of the landfill be cleaned up. He will see if the County can help.

PUBLIC COMMENT

Gerrald Nohner reported that he would be getting quotes on the flare.

Wes Carlson requested that there be some kind of notice given that we have dirt available.

MAY MEETING DATE

The May Meeting is scheduled for Monday, May 9, 2016 at 9:00 a.m. at the Commission offices.

Chairman Greene asked for a motion to adjourn. Commissioner Hallan moved to adjourn the meeting at 10:02 a.m., second by Commissioner Peterson, all in favor, motion carried (5-0).
