UNAPPROVED MINUTES
July 13, 2020

The regular meeting of the East Central Solid Waste Commission was held on June 13, 2020 at the Cambridge Transfer Station, Cambridge MN. Chairman Greene called the meeting to order at 9:00 a.m.

Members present at the meeting included: Chisago County Commissioner Richard Greene, Isanti County Commissioner Dave Oslund, Kanabec County Commissioner Dennis McNally and Mille Lacs County Commissioner Phil Peterson. Pine County Commissioner Steven Hallan was present via Facetime.

Advisory Member Present – Executive Director Janelle Troupe.

Others also present included: Gerrald Nohner of ECSWC, Cami VanAbel of Foth Companies, Lisa Thibodeau of Chisago County, Stephanie Reynolds of Mille Lacs County, Trina Bergloff of Isanti County, and Gene Kramer of Arthur Township.

PLEDGE OF ALLEGIANCE

All present said the Pledge of Allegiance.

AGENDA APPROVAL

Director Troupe added 1). Saturday prior to Labor Day Closing 2). Evergreen Recycling and Bald Eagle Concrete to Claims.

Commissioner Peterson moved to approve the Agenda with additions, second by Commissioner McNally, all in favor, motion carried (5-0).

MEETING MINUTES FOR BOARD MEETING June 8, 2020

Commissioner Peterson moved to approve the Meeting Minutes June 8, 2020 second by Commissioner Hallan, all in favor, motion carried (5-0).

CLAIMS

Commissioner McNally moved to approve the Claims List, Paid Claims List, and the Additional Claims List, second by Commissioner Oslund, all in favor of paying the Claims List 62 items, ($213,907.42), the Paid Claims List 7 items,($17,063.22), and the Additional Claims 13 items ($18,586.27),VISA 18 items (3,886.41) and Payroll Account 9 items ($99,737.46), plus Bald Eagle Concrete for $36,866 and Evergreen Recycling, all in favor, motion carried (5-0).

Demo to Transfer Station

Director Troupe commented that she was directed to come up with a plan to not accept demo at the transfer stations. Demo is taking up room in our MSW landfill and demo is very hard to handle in transfer trailers.

Director Troupe suggested that we purchase two 30-yard containers that are in the budget and haul demo from transfer station to Mora. Haul empty to Cambridge and full one back to Mora with roll-off truck. This would be an immediate action to get some of the demo into the demo landfill.

Director Troupe stated that she was looking into an Air Burner Fire Box that is used to eliminate wood from landfills by burning the wood. These are used by FEMA during disasters. It is EPA approved but MPCA has not provided any information yet.

Commissioner Hallan moved to purchase 2 roll-off containers that were budgeted in the amount of $8,282 each from Waste Quip, Commissioner Oslund seconded, all in favor, motion carried.

Excavator Purchase

Director Troupe asked permission to get approval for purchase of an excavator that is budgeted. Gerrald Nohner recommended the 2018 Volvo EC250EL with 560 hours on it at a cost of $181,250. Commissioner Peterson moved to purchase the excavator recommended by staff, the 2018 Volvo, second by Commissioner Oslund, all in favor, Commissioner McNally opposed, motion carried, (4-1).

PUBLIC COMMENT

Mr. Gene Kramer presented pictures of the fence falling down at the Mora Landfill. He stated that the slope needs to be fixed. Gerrald Nohner commented that he had staff mow around the fence and is working on a solution to fix but we need to be careful to not hit a liner.

MAY 2020 FINANCIAL STATEMENT

Director Troupe reported for the month ended May 31, 2020 ECSWC realized a net income on an accrual basis of $234,519. On a cash flow basis for the month of May there is a increase in cash of $360,543. Un-obligated cash less upcoming cash outlays at the end of the month was $3,743,969.

Commissioner Hallan moved to approve the May 2020 Financial Statement, second by Commissioner McNally, all in favor, motion carried (5-0).

BUDGET – LOADER FOR MORA

The loader that is used at Mora is a 1997 JD. Staff presented a list of bids and Gerrald Nohner recommended the 2020 JD644L from RDO in the amount of $225,496. Commissioner McNally moved to purchase the JD644L, second by Commissioner Hallan, all in favor, motion carried (5-0).

SATURDAY PRIOR TO LABOR DAY

Director Troupe requested that all facilities be closed Saturday prior to Labor Day, September 5, 2020. Commissioner Peterson moved to be closed that Saturday, second by Commissioner Oslund, all in favor, motion carried (5-0).

AUGUST MEETING DATE

The August Meeting is scheduled for Monday, August 10, 2020 at 9:00 a.m. at the Commission Offices, located at 1756 180th Ave Mora MN 55051
ADJOURNMENT

Chairman Greene asked for a motion to adjourn at 9:35 AM, Commissioner Peterson moved to adjourn the meeting, second by Commissioner McNally, all in favor, motion carried (5-0).
