EAST CENTRAL SANITARY LANDFILL PHASE 7A CELL CONSTRUCTION
KANABEC COUNTY, MN
Sealed bids for Phase 7A Cell Construction will be received at the East Central Solid Waste Commission Office, 1756 180th Avenue, Mora, Minnesota, 55051 until June 12, 2024, at 10:00 a.m., local time, at which time they will be opened and publicly read aloud. The Commission will review the bids and may issue the Notice of Award on June 17, 2024. The major work items generally include:
Rough grading and earthwork, hauling (from Owner’s source), placing and compacting clay liner, providing and installing HDPE liner material, hauling (from Owner’s source) and placing the granular drainage material, installing temporary and permanent storm water controls, installing leachate collection system, installing landfill lysimeter, installing leachate lift station, installing landfill gas collection and conveyance piping and condensate sump, leachate management force mains, and site restoration.
The Bidding Documents, consisting of Advertisement for Bids, Instructions to Bidders, General Conditions, Supplementary Conditions, Bid Bond, Agreement, Certificate of Substantial Completion, Drawings and Specifications, may be examined at the following location(s):

A recommended pre-Bid conference will be held May 29, 2024, at 10:30 a.m. local time, at the East Central Sanitary Landfill Office. Representatives of the Owner and Engineer will be present to discuss the Project. All questions regarding the plans and specifications should be directed to Cami Van Abel, P.E. at Foth Infrastructure & Environment at 651-288-8590.
Copies of the Bidding Documents may be obtained at the office of Foth Infrastructure & Environment, LLC located at 8550 Hudson Blvd, North, Suite 105, Lake Elmo, MN 55042 phone (651) 288 – 8550, upon a non-refundable payment of $60 for each set. Make checks payable to Foth Infrastructure & Environment, LLC. Cash will not be accepted. Plans will be sent via UPS Ground or hand delivered at the pre-bid meeting. Overnight shipping is at requester’s expense (provide requester’s shipping account number). No partial sets will be issued. The Owner reserves the right to reject any or all Bids, remove or reduce the work, waive or not waive any informalities in the Bids received, and to accept any proposal which is deemed most favorable to the interests of the Owner.
No Bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
