UNAPPROVED MINUTES
June 9, 2025
The regular meeting of the East Central Solid Waste Commission was held on June 9, 2025, at East Central Solid Waste Commission Main Office, Mora, MN. Chairman Greene called the meeting to order at 9:00 am.
Members present at the meeting included: Chisago County Commissioner Richard Greene, Isanti County Commissioner Bill Berg, Kanabec County Commissioner Tom Roeschlein, Mille Lacs County Commissioner Dan Whitcomb.
Advisory Members Present – CFO, Janelle Troupe, Executive Director John Kellas
Others present at the meeting included: Cami Van Able, Foth, Tracy Emerson, ECSWC.

AGENDA APPROVAL
Addition to the agenda, Commissioner Roeschlein would like to comment on the garbage pickup under Old Business, Commissioner Berg would like to speak under public comment.
Commissioner Whitcomb asked for a correction on the agenda, time to be changed back to 9:00 am.
Commissioner Berg moved to approve the agenda with additions and corrections second by Commissioner Whitcomb, all in favor, motion carried (4-0).
MEETING MINUTES FOR BOARD MEETING May 12,2025
Commissioner Berg moved to approve the Meeting Minutes May 12, 2025, second by Commissioner Roeschlein, all in favor, motion carried (4-0).
CLAIMS
Commissioner Whitcomb moved to approve the Claims List, Paid Claims List, the Additional Claims List, second by Commissioner Berg all in favor of paying the Claims List 50 items ($371,644.86), the additional claims 13 items ($201,705.00), the Paid Claims List 6 items ($24,553.68), Payroll 13 items ($149,170.63), all in favor, motion carried (4-0).
OLD BUSINESS
Commissioner Roeschlein commented that the garbage issue seems to be taken care of. Looks great now.
APRIL 2025 FINANCIAL STATEMENT
For the month ending April 30, 2025, the ECSWC realized a net income on an accrual basis of $188,957. On a cash flow basis for the month of April there is a decrease in cash of $41,057. Unobligated cash, less upcoming cash outlays at the end of the month were $5,511,978.
Reserve accounts for landfill expansion, hauler rebate, operating contingency and host facility fund total $5911,126.
Commissioner Whitcomb moved to approve April 30, 2025, Financial Statements second by Commissioner Berg, all in favor, motion carried (4-0).
Executive Director’s Report:
Mora
Work on Cell 7A continues with sand placement over the HDPE liner material as well as internal piping over the lined area. Liner leak detection will be performed following the sand and piping placement.
Outside leachate hauling resources (Rose Trucking) are being used to lower on site leachate levels to accommodate the opening of Cell 7A. Leachate trucking as hauled out around one million gallons. When new lined cells are first opened, they are very vulnerable to rain events, prior to the initial fluff lift placement.
We are looking to purchase 9 Standard Microsoft Business licenses at $12.50 per month annual subscription ($1,350) these licenses would cover our scale houses, office, and shop.
Leachate transmission piping repair is still in design.
Cambridge
A local contractor (DW) was selected to complete a new road into the adjacent (Kenny Olson) property. The contractor has informed me that they plan to start work on the June 11th-13th time frame. They will also be clearing a path for perimeter fencing.
Several new gates have been installed, and we will begin work on fencing our most vulnerable areas to trespassing vehicles and foot traffic.
We have purchased a used trailer for the mattress recycling program.
Still working on locating a local paving contractor for our three facilities
Commissioner Berg moved to approve the Executive Director’s report, second by Commissioner Roeschlein, all in favor, motion carried (4-0).
PUBLIC COMMENT
Commissioner Berg stated the garbage on Hwy 95 is still bad. Is there a way to require the roll offs and privates to make sure their trailers are covered on the way out as well?
Commissioner Whitcomb stated he visited with the tribe in Mille Lacs County and encouraged them to sign a hauler contract.
Commissioner Roeschlein asked how soon we will be putting garbage in the new cell. Ms. Van Able from Foth stated it should be around the end of July.
Commissioner Berg asked about the new building. CFO Troupe stated June 16 is the start date for the building.
JULY MEETING DATE
The July Meeting is scheduled for Monday July 14, 2025, at 9:00 am at the ECSWC main office in Mora.

Chairman Greene asked for a motion to adjourn. Commissioner Whitcomb moved to adjourn the meeting at 10:00 am second by Commissioner Roeschlein all in favor, motion carried (4-0).
