The East Central Solid Waste Commission (ECSWC) will receive sealed bids to screen and size soil overburden at the municipal solid waste (MSW) landfill, which includes, but is not limited to, furnishing all necessary labor, materials and equipment, and performing all required work under the Bid Schedule. Soil material is stockpiled at the landfill site. Work will include material screening and separating aggregates from the provided stockpile to process approximately 30,000 ± cubic yards of soil for use in landfill applications.
Onsite assessments are available to contractors by appointment. Landfill operational hours are Monday through Friday, 8 AM to 4:00 PM. To receive a complete bid package or schedule a site visit, contact John Kellas at johnk@eastcentralsolidwaste.com.
ECSWC will receive bids by 3:00 p.m. on May 8th, 2026. Sealed, mailed or hand delivered bids will be accepted at the ECSWC office: 1756 180th Ave. Mora, MN 55051
ECSWC reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced, or conditional Bids; and to reject the Bid of any Bidder if ECSWC believes that it would not be in the best interest of the Project to make an award to that bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established. ECSWC also reserves the right to waive all informalities not involving price, time or changes in the Work and to negotiate contract terms with the Successful Bidder.
