Fiscal & Human Resources Director

About the Position
The East Central Solid Waste Commission (ECSWC), a joint powers organization committed to responsible environmental stewardship and long‑term infrastructure planning, is seeking an experienced and motivated Fiscal & Human Resources Director. This leadership role supports financial integrity, operational efficiency, and team development across the organization.
Key Responsibilities
• Financial Management
• Lead budgeting, accounting, and procurement compliance
• Oversee payroll, accounts payable/receivable, and general ledger operations
• Prepare annual budgets and long‑term financial forecasts
• Ensure GAAP‑compliant financial practices
• Support capital project planning and cost tracking
• Provide financial analysis and reporting to the Executive Director and Board
• Prepare and monitor the Commission’s investment portfolio to ensure responsible and strategic financial stewardship
• Human Resources & Administration
• Manage recruitment, onboarding, and staff development
• Develop and maintain internal processes that ensure accuracy, compliance, and efficiency
• Support cross‑department communication and team cohesion
• Prepare financial and HR updates for the Executive Director and Board
Compensation & Benefits
Starting pay: $36.17- $45.82 per hour, based on qualifications and experience, along with a comprehensive benefits package that includes:
