November 10, 2025

 

The regular meeting of the East Central Solid Waste Commission was held on November 10, 2025, at East Central Solid Waste Commission Main Office, Mora, MN. Chairman Greene called the meeting to order at 9:00 am.

 

Members present at the meeting included: Chisago County Commissioner Richard Greene, Isanti County Commissioner Bill Berg, Kanabec County Commissioner Tom Roeschlein, Mille Lacs County Commissioner Dan Whitcomb, Pine County Commissioner Steve Hallan.

 

Advisory Members Present – Executive Director John Kellas, CFO Janelle Troupe

 

Others present at the meeting included: Cami Van Able, Foth, Lisa Thibodeau, Chisago County, Tracy Emerson, ECSWC.

AGENDA APPROVAL

 

Additions to the agenda: Claims – AG Excavating $3,900.00 and Ziegler $1,302.56

 

Commissioner Hallan moved to approve the agenda with the additions to Claims second by Commissioner Berg, all in favor, motion carried (5-0).

 

MEETING MINUTES FOR BOARD MEETING October 13, 2025

 

Commissioner Berg moved to approve the Meeting Minutes October 13, 2025, second by Commissioner Roeschlein, all in favor, motion carried (5-0).

 

CLAIMS

 

Commissioner Whitcomb moved to approve the Claims List, Paid Claims List, the Additional Claims List, the Hauler Rebate list, second by Commissioner Hallan all in favor of paying the Claims List 52 items ($339,068.83), the Paid Claims List 14 items ($151,155.35), Payroll 13 items ($145,119.37), Additional Claims 13 items ($47,736.88), Hauler Rebate 27 items (125,719.16) all in favor, motion carried (5-0).

5± acres of landfill final closure/ gas collection system improvements. The closure activities would be on the east side of the landfill and would start where the previous capping ended and proceed to the northeast corner of the landfill. The gas collection system needs to be upgraded prior to closure activities commencing.

This is just the capital equipment and capital projects, a complete budget handout for the meeting.

 

Commissioner Roeschlein asked if we have contacted Jerry Black to do the road grading, he does the township roads.

 

Commissioner Hallan moved to approve the 2026 Budget second by Commissioner Whitcomb, all in favor, motion carried (5-0).

 

SEPTEMBER 2025 FINANCIAL STATEMENT

 

For the month ending September 30, 2025, the ECSWC realized a net income on an accrual basis of $248,579. On a cash flow basis for the month of September there is a increase in cash of $360,666. Unobligated cash, less upcoming cash outlays at the end of the month were $5,224,057.

 

Reserve accounts for landfill expansion, hauler rebate, operating contingency, and host facility fund total $6,479.035.

 

Commissioner Berg moved to approve September 2025, Financial Statements second by Commissioner Roeschlein, all in favor, motion carried (5-0).

 

Executive Director’s Report:

Mora

Cell 7A “Fluff Lift” is continuing, with just the south slope remaining. The MPCA has a requirement that by December 1st liner material should be covered to prevent freeze thaw impacts. We are working to cover the south slope currently.

Work has been completed on the piping system between the leachate storage tank connecting to the leachate storage ponds.

The formal EIS/EAW public hearing was held on October 29th in the Kanabec County Jail Facility training room. The meeting was hosted by the MPCA and attended by the public. Several residents attending the meeting and the MPCA accepted written comments regarding the permit review process.

Demolition Waste Area will be closing on December 1st of this year for the winter.

Leachate Ponds are at very low levels for the winter months, outside trucking will be reduced significantly.

A replacement flatbed truck was purchased to replace the truck previously damaged on site.

Cambridge

The better Futures Building is complete, and we have received an occupancy permit for the building. Janelle to update future activities.

Ms. Troupe stated Better Futures has purchased shelving to put in the building, we will need a snow guard for above the door.

Open House will be set for December 18 at 1pm.

I have spoken to MNDOT representatives regarding road improvements and future road projects as well as signage. MNDOT agreed that Level Street did provide a better line of sight for trucks entering the roadway from the transfer station. They also suggested we work with local or county staff to propose signage on the roadway. They do have some concerns about future care and maintenance of the signs.

Commissioner Berg asked to have a letter drawn up for Isanti County for the signs at the new exit.

 

 

 

 

 

DECEMBER MEETING DATE

 

The December Meeting is scheduled for Monday December 15, 2025, (3rd Monday) at 9:00 am at the ECSWC main office in Mora.

 

ADJOURNMENT

Chairman Greene asked for a motion to adjourn. Commissioner Hallan moved to adjourn the meeting at 10:00 am second by Commissioner Berg all in favor, motion carried (4-0) – Commissioner Roeschlein left early at 9:45am.
